Publications
Councils Development Staff use a number of local and state publications when assessing development applications.
Residents are encouraged to look through these documents when applying for a development application to ensure that all the requirements are met through the Development Application, Plans and Statement of Environmental Effects.
Development Control Plan (DCP)
The DCP(PDF, 3MB) was originally adopted by Council on 17 September 2015 and subsequently amended by Council Resolution. A further review of the plan was undertaken and adopted by Council on 20 April 2023 (Resolution 298/2223). This document outlines the Objectives and Controls when building within the Warrumbungle Shire Council. The DCP also includes information on bushfire and flood requirements in relation to building within a bushfire or flood prone land.
Warrumbungle Local Environmental Plan (LEP) 2013
The Warrumbungle Local Environmental Plan 2013 was adopted 29 November 2013. The LEP outlines what developments are permitted and prohibited development in each zone, information on principal development standards and additional local provisions related to development within the Shire.

Warrumbungle Land Use Strategy(PDF, 19MB) has been development to guide the preparation of the LEP.
Section 7.12 Development Contributions Plan
Section 7.12 Development Contributions(PDF, 1MB) are contributions made by those undertaking development approved under the Environmental Planning and Assessment Act 1979 (the Act). Contributions may be in the form of money, the dedication of land or some other material public benefit (or a combination of these). The mechanisms available for development contributions are limited to:
- In the case of contributions made under Sections 7.11 or 7.12 of the Act - toward the provision or improvement of amenities or services (or the recouping of the cost of provision or improvement of amenities or services), or
- In the case of contributions made under a planning agreement prepared in accordance with Sections 7.4-7.10 of the Act toward public purposes.
Planning for Bush Fire Protection
The NSW Rural Fire Service has established Planning for Bush Fire Protection(PDF, 10MB) guide to assist owners in ensuring that their property is protected during a bushfire. All properties within the Shire that are Bushfire Prone Land needs to meet the standards set out in this document. Additionally, any developments for Dwellings in RU1 Primary Production Zones will require a Bush Fire Report from a suitably qualified Bushfire Consultant.

Central West and Orana Regional Plan 2041
The Central West and Orana Regional Plan 2041(PDF, 23MB) aims to facilitate this growth in a sustainable way by adapting to future challenges posed by changes in climate, housing markets and the economy.
The Central West and Orana Regional Plan 2041 (Regional Plan 2041) is the updated 20-year strategic framework for the region, to help guide and support the region’s ongoing prosperity. The Regional Plan 2041 builds on the previous 2036 Regional Plan.
The Regional Plan 2041 is prepared in accordance with section 3.3 of the Environmental Planning and Assessment Act 1979. It applies to the local government areas of Bathurst, Blayney, Bogan, Cabonne, Coonamble, Cowra, Dubbo, Forbes, Gilgandra, Lachlan, Lithgow, Mid-Western, Narromine, Oberon, Orange, Parkes, Warren, Warrumbungle and Weddin.
